HHLA acts as a connector: we work directly with Employer Partners to understand their unique resourcing needs and build organizational capacity, while also directly connecting them to our network of organizations working with individuals with lived homelessness experience. These Community Partners provide the training and support needed to equip individuals for their careers ahead, and help ensure that jobs are a good fit.

Employer Partner Incentives

OPPORTUNITY TAX CREDIT
Tax credits up to $9600
The Work Opportunity Tax Credit (WOTC) is a Federal tax credit incentive available to employers for hiring individuals from certain target groups who have consistently faced significant barriers to employment. There are various targeted groups including veterans, people on long-term family assistance, and ex-felons.

BONDING PROGRAMS
Fidelity insurance bonds to indemnify employers
The Federal Bonding Program funded through the U.S. Department of Labor provides fidelity insurance bonds to indemnify employers for losses sustained through theft, forgery, larceny and embezzlement. These bonds are good through 6 months and up to the amount of $10,000 at no cost.

ON-THE-JOB-TRAINING
Offset the cost for training new employees
On-the-job training (OJT) can be used by employers who are providing occupational training to eligible employees to offset a portion of the costs associated with the time/materials/reduced productivity a business may experience while training a new employee.

TARGET HIRE PROGRAM
Unlock County contracting opportunities
In 2016, LA County adopted a Local and Targeted Worker Policy for all County-sponsored construction and development projects with a budget of $500K or greater.

CONTRACTING REQUIREMENTS
Ensure compliance with Fair Chance standards
Businesses that contract with LA County must certify compliance with Fair Chance hiring standards. County contracts will now include Fair Chance language. This applies to County contractors and subcontractors and includes both renewed and amended contracts.

OTHER NO-COST SERVICES
Additional resources and assistance for employers
Other no–cost services are available for employers, and can include collecting criminal record information, alternative/ subsidized pathways to employment (temporary jobs, internships, and transitional jobs).
